Back in 2018, the Russian export center (REC) organized Design workshops where industry experts and representatives of Federal authorities discussed the main barriers that restrict exports.
Further, the Federal project "System measures for the development of international cooperation and exports" was developed, which includes the creation of an information system "One window" for exporters.
Work has begun on creating a prototype of the "one window" system. By 2019, a number of services were ready, the terms of reference were formulated, and work began on integrating the future system with the system of interdepartmental electronic interaction and the state identification system of the ESIA.
As part of the pilot operation, the "one window" services were available to a limited number of users. But today, namely October 22, 2020. deputies will consider the corresponding bill on the "one window" system for exporters.
The following services are currently running in the system:
"Navigatorexport" is a search bar where the customer enters the HS code of the product that they plan to export and in response receives detailed information about market niches and barriers to import to other countries. The service also provides recommendations on target countries for export.
The accelerator is a world Bank questionnaire that allows you to profile an entrepreneur and helps you determine what an entrepreneur should do to become an exporter.
In the future, it is planned to constantly expand the number of services provided, for example, now the team is working on electronic provision of subsidies, without providing paper documents.
It is also planned to introduce a block of training programs that will allow new exporters to quickly and actively join the international trade turnover.
The purpose of the service "one window" that the businessman had at hand a set of services needed at each stage of its lifecycle: from the moment when he begins to understand what can be the exporter, before we begin to provide financial support as an established exporter with a large amount of supplies.
Naturally, such a service cannot be useful only for entrepreneurs. For the state, the enormous benefits are also obvious. A single database of all exporters, fully electronic turnover, available to government agencies at any time and on demand.
For honest entrepreneurs, this service is another step towards simplifying international trade, and it is also another serious barrier to illegal exports.
